Did Mike Yeo subtly called out the Flyers organization?

The biggest regret for Flyers fans is that the organization has always been incapable of building a good team around Claude Giroux. Since the apparition of the team in the Stanley Cup Finals in 2010, the Flyers went only six times to the playoffs in 11 seasons.

During that span, Giroux scored 826 points in 873 regular season games.
During his press conference this morning, interim head coach Mike Yeo was asked if Giroux was a candidate for the Hall of Fame, and here is his answer, which seems to be a shot toward the Flyers organization:
"No question I do. You look at the two people that you mentioned (Ovechkin and Crosby), and one difference is that they have a Stanley Cup. That is completely unfair, in my opinion, to place that on G, the fact that we don't have a Stanley Cup. I was with Crosby in Pittsburgh. He had Malkin. Ovechkin in Washington. Had Carlson. It didn't take anything away from Ray Bourque [that he didn't win a Cup in Boston] and I view G the same way," said Mike Yeo.

By saying that, Yeo made, without saying it, a great observation: the Flyers have always been incapable of building a great team around Giroux. Or at least a team that could contend every year for the Stanley Cup.
