IIHF has decide to suspend Fedotov from international play

The IIHF announced that CSKA with face more penalties for breaking the transfer regulations with goaltender Ivan Fedotov.

CSKA will now not be able to transfer players for the next 24 months while also paying a $1.1 millions penalty.
As for Fedotov he will be unable to play in IIHF competitions including the Olympics for the next 3 years.
On Saturday the IIHF issued a press release imposing sanctions for «violating the IIHF International Transfer Regulations (continuing to allow Fedotov to play with an approved international transfer) and, with respect to Fedotov, his continued violation of his NHL Standard Player Contract (SPC) with the Philadelphia Flyers.»

The punishment includes a 24-month «transfer ban on all international transfers» starting August 11, 2024 and concluding August 10, 2026. The RIHF meanwhile was fined one million Swiss Francs (roughly $1,100,00 US) for the transfer violation. As for Fedotov, he received a six-month suspension «from playing at the club levelfor his continued violation of his SPC and complete disregard for the IIHF's original four-month suspension.» The suspension comes less than a year after the IIHF suspended Fedotov for the aforementioned four months. Additionally, the IIHF also imposed a three-year suspension on Fedotov «from playing in all IIHF Competitions» which would include the World Hockey Championships and the upcoming Olympics.
Was this too big of a punishment for what actually took place between CSKA and Fedtov?
