After what seemed like a done deal between the Philadelphia Flyers and Carolina Hurricanes but was shot down by the NHL after the CBA took issue with the trade being made.

The NHL has an issue with DeAngelo going back to the Hurricanes within a year of his trade from the Canes. The CBA prevents a player from returning within 12 months.
This meant that both parties would have to wait to complete the deal or revisit it at a later date, which was originally supposed to be the day after July 8, exactly a year since the original trade.

Now, fast forward to July 11 and the deal has yet to be announced. As the days go on it seems more unlikely that Tony DeAngelo will be moved at all.
The Hurricanes GM Don Waddell confirmed that the Tony DeAngelo deal would remain in place with the Flyers. Just wouldn't be finalized until after July 7-8.
Unfortunately for the Flyers, that gave the Hurricanes GM time to look over his options and take a deeper look into Erik Karlsson, who wants out of San Jose. Reportedly Sportsnet insider Elliotte Friedman thinks the Penguins and Hurricanes lead the charge in acquiring Erik Karlsson, so if the Canes can land EK there would be no reason to bring back Tony DeAngelo. Having the support the team needs on the back end, production wise.
This is by no means GM Danny Briere's fault it's just an unlikely situation and the Flyers will now have an even tougher time trying to move more bodies.
