The Flyers will be looking to shop some new talents for the season to come. However, offer sheets will be a problem for the Philadelphia franchise since they don't possess any 2nd round draft pick. The one from 2022 used in the Gostisbehere deal and the other was for Ristolainen.
Chuck Fletcher's team have money, but without those 2nd round picks they are unable to sign any player whose value are in the range of 6,166,097 $ and 10,276,829 $. Of course, the best free agents are in this interval but there are still some very good talents outside of this scope.
Flyers will be looking to target players that are in the price range just below 6,1 M$ and there's plenty of talent. Amongst them, Adrien Kempe,
Andrew Mangiapane,
Jesse Puljujarvi and
Noah Dobson are particularly good option for the Flyers if you consider their needs and their financial means.

Noah Dobson is a promising young defenseman, and the Islanders will have a hard time to try and resign him, especially if the Flyers decide to propose him a big contract. The 22 years old right-handed defenseman would be a strategic player to add to Philly's roster.
Adrien Kempe is having a great season with 25 goals scored already and he's on the final year of his contract. He's one of the best player to sit in the 4.1-6.1 millions $ price range.
Jesse Puljujarvi would be a great poach from the Flyers. The 24-year-old winger has lots of potential and would be a great addition to Mike Yeo's player. Plus, the Oilers will need to move mountains to clear some salary cap space to re-sign Puljujarvi.
Finally, Andrew Mangiapane had a great season too with 27 goals scored. The number #88 is not the Flames priority this summer since they need to add some depth in the blue line. Maybe if the Flyers come knocking with a serious offer Calgary will let him go ?
