A former fifth overall draft pick put on waivers

The Panthers are preparing themselves to hopefully make a deep run during the playoffs. They have been linked at pretty much all the major names on the different trade blocks across the NHL.

But today, they made a move by putting former 5th overall draft pick (in 2016), defenseman Olli Juolevi, on waivers. He was acquired by the Panthers at the beginning of the season in a trade with the Vancouver Canucks.
At 23 years old, Juolevi has still never succeeded to obtain a full time spot in the NHL. He played 21 games last year with the Canucks. This year, the defenseman only appeared in 10 games with the Panthers.
Should the Flyers try to claim him? He still has good potential but he had to be operated twice before the age of 21, so that didn't help him.
