Danny Briere was brought in to help clean up the mess left by Chuck Fletcher and has had to make some tough decisions in order to do so.
As a result, he has chosen not to offer qualifying offers to RFA's Keiffer Bellows, Wyatt Wylie, Evan Barratt,, allowing them to become UFAs on July 1st.

They've also tolled the contract of G Ivan Fedotov. Which means it's extended one more year for eligibility.

Despite the difficulties surrounding the Russian situation, Briere has chosen to let Fedotov off the hook. Bellows, who was claimed from the New York Islanders, struggled to make an impact in Philadelphia, scoring only 3 goals in 27 games and failing to secure a spot in the bottom six.
His last contract had an AAV of $1.2 million, and he may need to accept a 2-way deal with a lower cap hit to get another chance.
Wylie, a right-handed defenseman signed by Chuck Fletcher in 2020-2021, spent most of his time in Lehigh Valley, while Barratt played only 2 games for Philadelphia's AHL team before spending the rest of the season in the ECHL.
It seems like another day of Briere working to clear Fletcher's past from the organization.
