Did Fedotov breach the NHL's and KHL's agreement?

As a result of fleeing military service in the past, Ivan Fedotov was supposed to travel to Philadelphia one of these days, however, because he did not complete his conscription, he would end up serving time as a result of not completing his military service.

It is worth mentioning that Fedotov was team Russia's goalkeeper and is still a member of CSKA Moscow as he recently signed a new contract to join the Army team.

As a result, he signed another two-year deal with CSKA Moscow without consulting the Flyers or Bill Daly before doing so.
There is no doubt that the breach of the MOU came not only from CSKA Moscow but also from Fedotov, and you have to ask, was Fedotov as well connected with the breach?
To be honest, it seems likely that Fedotov will never have the chance to play in the NHL at this point in time.
